The Challenge

The Horn of Africa faces complex and interconnected security challenges including armed conflict, violent extremism, transnational crime, and weak border management systems.

Porous borders, limited institutional capacity, and competition for scarce resources create conditions that enable conflict and instability across the region.

Key security challenges include:

• Cross-border movement of illicit arms and armed groups

• Community-level conflicts over land, water, and grazing rights

• Limited capacity of security institutions to respond effectively

• Weak early warning and conflict prevention mechanisms

Our Solution

Our regional security enhancement program adopted a comprehensive approach combining institutional strengthening with community-based peace building.

Institutional Capacity Building

We worked with security sector institutions to strengthen planning, coordination, and operational capacity — with a strong emphasis on human rights and accountability.

Community-Based Peace Building

We facilitated dialogue between conflicting communities, established peace committees, and trained local mediators to resolve disputes before they escalate into violence.

Human Rights Focus

All security sector support is grounded in human rights principles. We believe that security institutions are most effective when they serve and protect all citizens equally.

The program contributed to measurable improvements in security conditions and community resilience.
